What PREVENT 2.0 is, and why it matters 

The National Integrity Agency (ANI) is the only institution in Romania with exclusive authority over asset and interest declarations, and over preventing conflicts of interest. The PREVENT system, operational since 2017, is ANI’s main tool for verifying, ex-ante — before contracts are signed — whether people involved in public procurement decisions have any ties to the companies bidding for those contracts. 

PREVENT 2.0 was built by Connections, in close collab with ANI experts, and funded through Romania’s National Recovery and Resilience Plan (PNRR), under call PNRR/2022/C.7/I.4/1, dedicated to increasing the interoperability of public institutions’ electronic systems for the ex-ante verification of conflicts of interest. The project was delivered for ANI and officially announced this past summer. 

The results already shared by ANI show the scale of the impact: over 115 million lei in flagged incidents and potential conflicts of interest, in a single month of operation. 

For Connections, this project confirms a principle we’ve applied for years across our GovTech work: digitalizing public institutions truly matters only when it delivers a result citizens can feel, even if they never see it directly — in this case, public money protected before any damage is done.
